Addressing a press conference here on Friday, the Minister said that the proposal to start the ‘Anywhere Registration of Vehicles’ was made by Chief Minister Siddaramaiah while presenting his budget in July this year.
Outlining the features of the system, the Minister said that vehicles can be registered in any RegionalTransport Offices (RTO)s in the IT city, irrespective of vehicle owners’ residential or official addresses.
The anywhere -registration facility was made possible following successful development and installation of ‘Vahana’ and ‘Sarathi’, delivered by the NIC under the Union government sponsored ‘E-Governance’ project he said.
He said the scheme, also offered other services which can be availed in any RTOs in the city like issuing of learning licences, permanent driving licences, registration of vehicles, renewal of licences, change of address, fitness certificates of vehicles and other related services.
“The service would not only help save energy and time for the public, but also ensure speedy delivery of services” Ramalinga Reddy said.
Informing that the ‘anywhere registration services’ would be made available in all the 11 Regional Transport Offices in Bangalore city, he said that “we have also decided to add another four new RTOs in the IT city”.
The new Regional Transport Offices which have been planned will be at Chamarajpet, R T Nagar, Maruthi Seva Nagar and Banashankari, he said.
Replying to a question, the Minister said that the state government had a revenue collection target of Rs 4,960 crore for the year 2013-14.
The Minister expressed confidence that this amount would be collected. “Till August this year we mobilised resources up to Rs 1,497 crore as against the collection of Rs 1,406 crore in the corresponding period,” he said.
Stating that the economic slowdown in the country had not affected the registration of new vehicles, he said that, “In this fiscal the number of new vehicles registered accounts for over 5 lakh so far as against 4,96,000 in the corresponding previous period,” he said. He also announced that KSRTC had decided to buy as many as 2,000 buses which would be distributed among its subsidiary corporations.
“There is a proposal to buy another 800 buses for the BMTC under the Centrally- sponsored JNNRUM scheme,” he said.<br />

In India, Once a vehicle is bought from its previous owner, its ownership has to be transferred in the name of the current owner. When a person is buying a twe wheeler or four wheeler vehicle from a second hand (called pre owned shops), say from Karol Bagh in Delhi for example, the process is very simple. The shop owners take care of all legal formalities, at the most in exchange of a small fee on behalf of the purchaser. But this is no simple work to get done from a RTO (Regional Transport Office) when one buys a vehicle from an individual. Simply toeing in line with the innumerable helping hands or agents who flock around the RTO offices throughout the country is not enough for a humdrum common man. As soon as the agent will gauge the innocence of the customer (or better, purchaser), he will start quoting a much higher high price for the service. Someone bought a second hand motorbike a few months back in Delhi for 16,000 with valid papers and the agent in front of the regional RTO demanded 3,500 as the fees in total for his service.<br />
Here are a few points that will help the purchaser to bargain with his/her agent better. While approaching the agent kindly remember to carry:<br />

The original registration certificate (RC) of the vehicle<br />
Form 29 and 30 respectively, which can be procured from the RTO/agents<br />
Insurance certificate<br />
Pollution certificate<br />
Valid address proof<br />
Valid identity proof<br />
An attested photocopy of each of these documents in hand as well<br />

Form 29 or Notice of transfer of ownership of a motor vehicle needs to be made in duplicate because a copy will be handed back to the purchaser by the RTO once the process gets over.<br />
Form 30 or Application for intimation and transfer of ownership of a motor vehicle also needs not be made in duplicate in case the vehicle in question is being bought by a loan, lease, etc. The list of documents mentioned above will automatically provide all the necessary information in filling up both the forms.<br />

Now all one has to do is, on one fine working day approach an agent near the RTO and talk to him. Ask him what the relevant documents that are needed are. Once satisfied that you are carrying everything in order, just ask the guy how much will he charge. The processing fee at the RTO may vary from place to place but as a whole it should not exceed Rs 500-600/- Getting oneself equipped with this ready-in-hand information will definitely provide an edge to bargain with the agents and getting the procedure accomplished successfully. The duplicate copy of Form 29, sealed, signed and acknowledged by the RTO will be handed back sometime later on that very day itself. This is the procedure of transfer of the RC for motorbikes in India in general. This copy has to be well preserved as this will serve as the new RC of the bike in question.<br />
